1. Purpose of This Charter

This Safety & Reporting Transparency Charter explains, in clear terms:

  • how Refy9 approaches user safety,
  • what tools are available to report concerns,
  • how reports are handled,
  • what users can reasonably expect from us,
  • the limits of our role and responsibility.

This Charter is informational, not contractual. Binding rules are set out in the Terms of Service and Community Standards.

2. Our Safety Philosophy

Refy9 is built to support self-expression and community interaction while minimizing harm.

Our approach balances:

  • user autonomy,
  • privacy,
  • safety,
  • lawful compliance.

We do not attempt to police every interaction, but we act where risks are reported or reasonably identified.

3. Core Safety Principles

3.1 Respect

Everyone deserves to use the platform without harassment, intimidation, or humiliation.

3.2 Privacy

Users control what they share. We limit access to personal data and review private content only when reported or legally required.

3.3 Protection of Minors

Content or behaviour that risks harm to minors is treated with the highest priority and zero tolerance.

3.4 Proportionality

Our responses aim to be appropriate to the severity and context of the issue.

3.5 Transparency

We explain how reporting works and how enforcement decisions are made, without compromising privacy or investigations.

4. Safety by Design

Refy9 incorporates several design choices intended to reduce risk:

Restricted Messaging

Messaging is available only between mutually approved contacts.

User-Controlled Visibility

Users choose who can see their posts, images, and profile details.

Reporting Tools

In-app tools allow users to flag content, messages, or profiles.

Minimal Data Access

Safety reviews access only the data necessary to assess a report.

These measures reduce risk but do not eliminate it entirely.

5. What You Can Report

You may report concerns related to:

  • harassment, abuse, or threats,
  • hate speech or discrimination,
  • sexual or explicit content,
  • child safety risks,
  • scams, impersonation, or fraud,
  • privacy violations,
  • non-consensual imagery,
  • unsafe or harmful behaviour.

Reports can be made:

  • through in-app reporting tools, or
  • by emailing info@refy9.com.

6. What Happens After You Report

6.1 Acknowledgment

We confirm receipt of reports where feasible, especially for serious concerns.

6.2 Review

Reports are reviewed using a combination of:

  • contextual assessment,
  • policy guidelines,
  • automated and human review where appropriate.

Not all reports result in enforcement.

6.3 Triage

Cases may be prioritized based on:

  • risk of harm,
  • involvement of minors,
  • severity or urgency,
  • repeat behaviour patterns.

6.4 Action

Possible actions include:

  • content removal,
  • warnings,
  • feature restrictions,
  • temporary suspension,
  • permanent account removal,
  • escalation to authorities where legally required.

We do not disclose details about actions taken against other users.

7. What We Do Not Do

For clarity, Refy9:

  • does not monitor all content in real time,
  • does not guarantee prevention of harm,
  • does not provide emergency or clinical support,
  • does not resolve disputes between users,
  • does not supervise offline behaviour.

Users should exercise judgment and caution in all interactions.

8. False or Abusive Reporting

Reporting tools must not be misused.

You may not:

  • submit knowingly false reports,
  • weaponize reporting to harass or silence others,
  • repeatedly submit frivolous complaints.

Abuse of reporting systems may result in restrictions.

9. Appeals and Corrections

If you believe enforcement affecting you was incorrect, you may submit an appeal through available channels.

Appeals are reviewed on a case-by-case basis.

Appeals are not available for:

  • child safety violations,
  • legal takedown compliance,
  • severe harm or threat cases.

10. Self-Harm and Crisis Situations

If content suggests a risk of self-harm:

  • we may limit visibility of the content,
  • we may encourage seeking professional help,
  • we may provide general support resources.

Refy9 does not provide medical, psychological, or emergency services. Users should contact local emergency services or qualified professionals when needed.

11. Privacy During Safety Reviews

During investigations:

  • access is limited to necessary information,
  • private messages are reviewed only if reported,
  • third-party integration data is not used for moderation,
  • Reviewer access is restricted and logged.

We prioritize user privacy even during enforcement.

14. Updates to This Charter

This Charter may be updated to reflect:

  • changes in law,
  • improvements to safety processes,
  • platform evolution.

Continued use of Refy9 indicates awareness of updates.
